With the decline of the lace industry came an overall decline of the area surrounding the site of the Nottingham Contemporary Gallery. Therefore, there became a need to re-use this site, and the arts centre, and the city living apartments planned around it, was the idea for this new use (Matthews, 2008). Meanwhile, the old buildings which served as lace warehouses du ring the height of the lace era have been re-used as flats, bars, offices and colleges. These are the buildings which remain in the physical core of the Lace Market, and the buildings that remain are large and distinctive, marked by Victorian architecture, an architectural type that came to be valued in the late 1960s, therefore the buildings came to have historical significance (Ferris, Long (2009) states that the Nottingham Contemporary Gallery, which is at the heart of the urban renewal for the area, is a gateway for the city. The options they have are either Burnaston in Derby where they have a well-established plant along with experience workers or the town of Valencieennes in northern France. Here at the financial Times we have had a debate about which one they should go for. Burnaston: There are many advantages of them expanding on this site. They have a well-established work force with skilled labourers and a lot of room for expansion. They produce a total of 200 000 cars a year which provide 5% of the U.K with Toyota cars. Unfortunately they will receive no government funding for the extra project, as Derby has a high level of employment. Also it is unlikely to lift the sales of Toyota cars in the U.K so they will be paying a lot out in transportation costs over to the EU. They have the benefit of experience on their side and the fact they would only be paying 10% tax for each employee where as in France it is 45% tax a considerable amount more and they wages would be higher. Valenciennes: The advantages of basing they new factory here are greater than in Derby. They would receive 10% of the total factory price from the government along with waiving some of the employment taxes for a fixed period of time and would provide training grants for workers, as Valenciennes is a town of high employment levels unlike Burnaston. They would have a new Green field site but would have no utilities so would have to lay them on. They would be close by to motorways and rail links to the rest of Europe and the channel tunnel where they would transport engines from Derby. The idea of opening a plant in France is to raise the amount of Toyotas in France from 1.1% to 5% of a few years as it would be easier to transport them around France. They would also hope to transport them around the continent, as they would be near to major European countries such as Germany, Belgium, Spain and Italy. This is an advantage on Burnaston, as it would cost more to transport to the other EU countries from there. We think that Toyota should build the new base in France for a variety of reasons. Escape of the Gymnasium

As I sat in a managerial meeting, nervously taking the wrath from demanding hierarchy management, my mind began to drift back to an incident in my early childhood†¦ â€Å"Nice shot Shrimps!† There I was shooting the basketball in gym class, all five foot four inches, 125 pounds of me. I am known as â€Å"Shrimps,† but my real name is Donald I am a small kid, with the heart of a kitten. Patiently waiting for the school bell to ring, to notify me and the rest of the school it was time to go home for the day and come back again in a week and half, I could hardly wait to get home and show my parents my straight A report card. It seemed like two life times had passed already, but I was still stuck there waiting to hear the ring of the damn bell. All of a sudden, I realized Lenord was headed into my vicinity. My pulse began to race, sweat dripping from my forehead; I continued to shoot the basketball. Soon I became scared, so scared I thought I was going to wet myself. The threat was real, very real, but this wasn't the first time I'd been in danger and sure seemed like it wouldn't be the last. I can still see him even now, with a crystal clear vivid image of him. How could anyone forget what he looked like? Everyone in the school knew him as J Dog, but behind the slang name J Dog, he was known to all too many as Lenord. Lenord was double the size of any average Joe his age, standing tall looking over the top of his peer's heads desperately awaiting someone to step in his way. J Dog, the big fat aggressive pain in everyone's bottom, the school bully. J Dog was always with four of his immediate peers. J Dog generally picked fights with weaker students. He would abuse them with his strength and powerful vocal cords, which built his ego on his victims. For nearly the past seven years I have watched him and his four man mafia pick on younger boys. I can not even count the times on my twenty fingers and toes that I was the onlooker, watching sadly from the â€Å"birds eye view,† waiting for their time to come and be put in their place. One incident I witnessed was when J Dog and his four man mafia picked a fight with a varsity football player. As I observed the attack through the bathroom stall the fight seemed too unfair. J Dog and his crew attacked the peer in the boys' bathroom. They all took their turns aggressively punching and kicking the peer. I sat in the stall curled up on the toilet, bracing myself nearly feeling every blow. Showing no remorse they continued on their brutal attack until they seemed too tired to go on. The fight ended with a vicious kick to the face by J Dog. Constantly and repetitively J Dog and his crew moved away from the school handbook and the countless school policies that it entailed. Yes indeed I knew what they were doing, as well as everyone else at the school including the school staff, but no one took the time to create a peaceful environment. It just seemed that no one would stand up to their mischievous behavior. I never understood why this was this way. Why do we all sit here back on our heels and watch this reckless' abandon go on with his terror? We were all equally guilty, guilty as J Dog and his fellow perpetrators. The longer we stood back and accepted their behavior and the longer they were able to rage throughout the school, the stronger they became. This was not a good thing for me, or for the entire school. J Dog and his four brotherhood boys came for me one spring morning. In fact it was the last day of school prior to a well anticipated eleven day Easter break. I'd been playing basketball with a few of my peers in the schools' gymnasium. Looking on the other side of the gym behind a set of bleachers, sat J Dog and his fellow four up to no good teasing and laughing at fellow students. The obnoxious jerk himself, Lenord, and his four manned mafia soon came to the side of the gym where I was playing basketball. Before I had the chance to warn my friends I heard abruptly, â€Å"Donald, you four-eyed worthless piece of shit,† the bully said. â€Å"It's your turn.† My heart hit rock bottom, feeling myself gasp for air, I asked myself â€Å"oh no here we go, I think it is my turn to be plum bulled, or isn't it?† Such simple words, so much unsaid. I didn't need any further explanations. I knew what they wanted and it was not their sanity back. As mentioned earlier I'd seen others after they'd had their turn. It was never a pretty sight. Too many times over the years I have witnessed the brutal attacks on my fellow classmates. In time they would have progressed beyond schoolyard aggression, sinking lower into the anti-social status of the criminal underworld. They'd never be leaders of any kind, just straight up thugs. They'd been well schooled in this art. I had never once in my life been in a fight. Well unless my sister counts? To say I was scared of the upcoming attack would have been an understatement. I was petrified. I knew if I was not careful in what I said or did I may end up dead. As I sat there overshadowed by five ruthless thugs, I knew that even in a fair fight I couldn't possibly win. Other students swirled around us, isolating our little group. It was well known everyone in the oval knew of the intended attack. Sweating profusely, I was nearly drowned in my own sweat, knowing what was waiting for me, wondering why he didn't just lash out and end this mockery, this teasing. I did not even realize then that he'd had to work himself into a frenzy so he could just hit, and hit, and hit. â€Å"What's up, Shrimps? Don't you want your pretty boy face all smashed up like everyone else in this school? Or will you be upset because you will need a face lift?† As I sat there I could only think of dumb things like this girl name Ashley sucking her thumb and my friend telling me to imagine my peers naked while giving a speech. Only the sight of these two things registered on my numbed, frightened brain. â€Å"Why don't you leave me alone? Go annoy someone else.† I took the basketball and dropped it at my feet. â€Å"Are you throwing the basketball at me, Shrimps?† He snorted, searching for any excuse to start a fight with me. I didn't want to give him an excuse. He stood there warlike; hands on hips, wearing his all blue attire. His stomach fat erupted through ragged holes in his once blue t-shirt. Supporting the color blue was what J Dog felt was the holiest color known to mankind. â€Å"Don't be silly, I just dropped it at my feet,† I whined, not at all mentally prepared for the brutal assault. â€Å"I know you didn't just call J Dog silly,† one of his collogues shouted. â€Å"Or I'll flatten you myself. Come on J Dog, give the idiot a reason to talk back and let's get the hell out of here. It is just too hot in here to have to put up with all of this shit,† he added as he grinded his teeth, showing the enormous gap in his bottom teeth, so enormous I could kick a field goal through it. â€Å"You call me silly, did you? You're nothing but a poor excuse for human life. You can run to the teachers all you like, see, I am not afraid of them.† Thoughts began to race inside me. I wondered why school authorities put up with him. Too many times Lenord and his four mates' behavior were over looked. School fights happened; sometimes students went home a little worse for wear. I could not help to notice that in a mere two minutes the bell would sound. Thinking to myself will that bell ever ring and let me out of this mess I got myself into? I responded to this coward known to too many as J Dog, â€Å"I didn't call you silly; I just said I did not throw the basketball at you.† I was answered by a heavy push in the chest, the first sign of physical violence. Staggering back, it was followed by another massive blow from the aggressive J Dog. He stepped back up to me, face to face, as J Dogs four amigos stood close beside him, crowding me like flies on dead carcass. â€Å"Won't you stay and fight?† He spit little specks of salvia at me but I dared not acknowledge them. â€Å"Bloody little coward.† He'd been right; I was a coward, so scared I couldn't run, even if I wanted to, even if there'd been somewhere to go and get away from the mess I was in. I silently choked back sobs, fighting to hold back tears of terror. The panic controlled me; I stood there looking like a buffoon right in front of Lenord, his four friends, my best friend, twenty other students, and one especially hot girl named Cindy. Again the palms of his massive hands stabbed at my chest and, again, I staggered back. I felt the impact of his hands long after they'd abruptly returned to his hips. The five men closed back up on me as we danced further away from the gymnasium bleachers or what I like to call protection from a fall and embarrassment. I felt my grip on reality slipping further and further away. Others were here to only see another beating set forth by J Dog and to witness my shame. Not that J Dog and his mates wouldn't let everyone know how well, or poorly, I took the abuse. There was a certain honor in taking your licking like a man. I hadn't felt like a man, and had been sure there was little honor in J Dog. However, I couldn't hide for the rest of my life. It had been time to stop the hopelessness and stand up for myself and for the rest of the school population. It had to be all or nothing. I preferred nothing, but in the back of my head I wanted nothing more than to set the example. Putting on a brave face, I firmed my voice and looked the outsized buffoon in the eye. â€Å"I know you can beat me like a red headed step daughter, I don't doubt it at all.† As the jittered mess in my voice came out I wanted to look and feel confident in what I said to this animal. â€Å"But Lenord,† I added, â€Å"Just remember one thing. When I hit the ground, so too will your front teeth, you worthless coward. I'll get one punch in, you know I will, and that punch will be directed right for your front teeth. When I am done with you, you will no longer look like the donkey you look and smell like now! Is beating me up worth losing your front teeth?† I was being optimistic, I doubted that I could even get in one punch; I doubted even if delivered I could have knocked out any of his teeth. The reaction from the overweight J Dog was almost priceless. Suddenly it was the bully who backed off, looked lost, looked everywhere but at his bewildered fellows or me. â€Å"Er†¦ er†¦Ã¢â‚¬  he stuttered, â€Å"you're not worth the effort, you are just a waste of my breath, you little crap headed pansy. I wouldn't waste my spit on you. You better get away from me before I change my mind and pound the crap out of you.† Now I was the one standing aggressively, hands on hips, watching the fast disappearing of the other bullies as they soon walked away in disbelief. Cocky in my arrogance, I spit out a final mouth of spit in their vicinity. It had been the most rewarding victory of my life, standing there on that field of honor, knowing that I had conquered the mighty, invincible J Dog. I wanted to shout it out to the rest of the school and let everyone in the school district know of J Dog's defeat. My mind switched off that near death episode, back to the present, to the here and now. Hierarchy management surrounded me, trying to pressure me and abide to their will. Tacky school clothes were replaced with tailored business suits, the overt threat of violence with an undercurrent of raw power. Things hadn't changed. As before, I was the underdog, the potential victim. These smiling men were planning on beating me far worse than the luckless J Dog could ever have imagined. Here I was fighting for my life, my work life, and for the future of my family and myself. I could lose everything. I felt too old to start everything all over again. These smiling piranhas had planned on chewing me up and spitting out the bones. I had to fight for myself and for what I knew was right, and it was time to either stand up and fight their smirking aggression, or lie down and die like a dog. I thought again of J Dog the bully, remembering how quickly he'd collapsed after I stood in his way of destruction. Clearing my throat, I looked straight in the owner's eyes. â€Å"This is what should happen,† I began, as an idea rushed into my mind. Fully knowing what I was going to say, I continued as I spilled out the beans.

The Human Rights Act protects individuals from torture (mental, physical or both), inhumane or degrading treatment or punishment and deportation or extradition (being sent to another country to face criminal charges) if there is a real risk that they will face torture or inhuman or degrading treatment or punishment. Torture occurs when someone acting in an official capacity (for example a police officer or soldier) deliberately causes serious pain or suffering (physical or mental) to another person. This might be to punish someone, or to intimidate or obtain information from them. Public authorities are not allowed to inflict such treatment on individuals, and they must also protect them from this treatment where it comes from someone else. For example, if they know an individual is suffering inhumane or degrading treatment, they must intervene to stop it. Inhuman treatment or punishment includes serious physical assaults, psychological interrogation, inhumane detention conditions or restraints, failing to give medical treatment or taking it away from a person with a serious illness and threatening to torture someone, if the threat is real and immediate. Relating this to Winterbourne house, the staff must be aware that they must maintain the highest standards of care whilst making sure that they do not breach any of the legislation within the Human Rights Act. This means that they must be able to find out if an individual is being abused within or out of the day centre. The Sexual Offences Act 2003: The Sexual Offences Act 2003 was passed with the aim of protecting vulnerable adults and children from sexual abuse and exploitation. A number of the Act’s provisions may be relevant to older people with mental health problems, including the introduction of a number of new offences to protect ‘at risk’ groups such as people with learning disabilities and other groups ith reduced capacity such as people with advanced dementia, strengthening the Sex Offenders Register to ensure that the location of people who have committed serious sex-related crimes are known to the police, addressing the fear of sexual crime and strengthening and clarifying the meaning of ‘non-consensual’ sex and overhauling the law on consent: the Act introduces a test of ‘reasonableness’ on consent and a list of circumstances in w hich it can be presumed that consent was very unlikely to have been given, e. g. hen the victim was asleep. The sections of the Act covering offences committed against those who, because of a very profound mental disorder, lack the capacity to consent to sexual activity may be relevant to older people with a ‘mental disorder’ who are service users. The Act specifically recognises that whilst the vast majority of people working in the care professions act compassionately, it is clear that some unscrupulous individuals have taken advantage of their position to commit a ‘breach of a relationship of care’ by sexual abuse. It is now an offence for those engaged in providing care, assistance or services to someone with a learning disability or mental disorder to engage in sexual activity with that person whether or not that person has the capacity to consent. However, this does not apply if the sexual relationship pre-dates the relationship of care: for example, where a spouse (or long-term partner) is caring for their partner following the onset of a mental disorder, e. . dementia, and continues to have a consensual sexual relationship with that person. Mental Health Act: The Mental Health Act 1996 is legislation for the care and treatment of persons with mental illnesses and for safeguarding their rights. Most people with mental illness can and do seek out treatment for their condition. The Mental Health Act is concerned with the small number of persons who cannot or who do not seek out treatment. This piece of legislation applies to Winterbourne house as it outlines the importance of maintaining the rights of those suffering from a mental health disorder. Those suffering from a mental health disorder may suffer from low self esteem due to the fact that mental health disorders are still surrounded with a stigma. Those working closely with these individuals must ensure that they do not feel they are being discriminated against and must maintain their self confidence, self esteem and self respect. Mental Capacity Act: The main aspects of this act are that a person must be assumed to have capacity unless it is established that he lacks capacity, the person is not to be treated as unable to make a decision unless all practicable steps to help him to do so have been taken without success, a person is not to be treated as unable to make a decision simply because he makes an unwise decision, an act done or decision made, under this Act for or on behalf of a person who lacks capacity must be done, or made, in his best interests and before the act is done, or the decision is made, regard must be had to whether the purpose for which it is needed can be as effectively achieved in a way that is less restrictive of the person’s rights and freedom of action. In terms of Winterbourne house, the carers must ensure that any type of care they take which they have initiated themselves for the individual must be in the best interests of that individual. As well as this, they must ensure that they do not doubt an individual’s own mental capability to make decisions for themselves. Disability discrimination act: The Disability Discrimination Act (DDA) 1995 aims to end the discrimination that faces many people with disabilities. This Act has been significantly extended, including by the Disability Discrimination Order 2006 (DDO). It gives people with disabilities rights in the areas of employment, education, access to goods, facilities and services, including larger private clubs and transport services, buying or renting land or property, including making it easier for people with disabilities to rent property and for tenants to make disability-related adaptations, functions of public bodies, for example issuing of licences etc. Data protection act: The Data Protection Act controls how your personal information is used by organisations, businesses or the government. Everyone who is responsible for using data has to follow strict rules called ‘data protection principles’. They must make sure the information is used fairly and lawfully, used for limited, specifically stated purposes, used in a way that is adequate, relevant and not excessive, accurate, kept for no longer than is absolutely necessary, handled according to people’s data protection rights, kept safe and secure and not transferred outside the UK without adequate protection. There is stronger legal protection for more sensitive information, such as ethnic background, political opinions, religious beliefs, health, sexual health and criminal records. Care standards act: The Care Standards Act 2000 is a piece of primary legislation, which established an independent regulatory body for England known as the National Care Standards Commission. Its remit covered social care, private and voluntary healthcare services. In Wales, the Act provided for an arm of the National Assembly to be the regulatory body for the same services within that country. The principal purpose of the Act was to provide much needed reform of the care services sector within England and Wales. The Act itself defines the range of care services to include: residential care homes, nursing homes, children’s homes, domiciliary care agencies, fostering agencies, and voluntary adoption agencies, private and voluntary healthcare services – including private hospitals, clinics and private primary care premises. It also established equivalence between local authorities and the independent sector in meeting the same standards of care. Race relations act:Â  The Race Relations Act 1965 was the first legislation in the United Kingdom to address racial discrimination. The Act outlawed discrimination on the grounds of colour, race, or ethnic or national origins in public places. It also prompted the creation of The Race Relations Board (in 1966), to consider complaints under the Act. Safeguarding vulnerable groups act: The Safeguarding Vulnerable Groups legislation came about as a result of the recommendations of the Bichard enquiry following the Soham murders. The Safeguarding Vulnerable Groups (NI) Order 2007 aims to prevent unsuitable people from working (either paid or unpaid) with children or vulnerable adult. It does this by vetting all those who wish to do such work vulnerable groups and barring those where the information shows they pose a risk of harm. The police act: This act ensures that employers have access to certain information about the individuals which they employ, ensuring they do not have a criminal record. In the past, it did not have to be disclosed whether or not an individual has a criminal record, however, when working with vulnerable adults it is important that it is disclosed and a check is made of the individual. The rehabilitation of offenders act: This is aimed at helping people who have been convicted of a criminal offence and who have not re-offended since. Anyone who has been convicted of a criminal offence where the sentence was less than 2. 5 years in prison, benefits from the Act, so long as they are not convicted again during the ‘rehabilitation period’. Their conviction then becomes ‘spent’. It is the sentence imposed by the courts that counts, even if it is a suspended sentence, not the time actually spent in prison. Once a conviction is ‘spent’, the convicted person does not have to reveal it or admit its existence in most circumstances. However, there are two main exceptions which relate to people working with children or vulnerable adults. In these cases someone applying for a role is required to reveal all convictions, both spent and unspent.

4 Ways To Say It in Spanish It is one of the most common English words, but its direct equivalent in Spanish, ello, isnt used much. Thats mostly because Spanish has other ways of saying it - or not stating it at all. This lesson looks at translations for it in four situations, depending on how it is used in relation to the other words in a sentence: as the subject of a sentence, as the direct object of a verb, as an indirect object of a verb and as the object of a preposition. Saying It in Spanish as the Subject of a Sentence Because it has an extensive verb conjugation, Spanish is able to frequently omit the subjects of sentences entirely, depending on the context to make clear what the subject is. When the subject of a sentence is inanimate, something that would be referred to as it, it is very unusual in Spanish to use a subject at all:  ¿Dà ³nde est el telà ©fono? Est aquà ­. (Where is the telephone? It is here. Note how in this and the following sentences that there is no Spanish word given to translate it.)Est roto. (It is broken.)Hoy comprà © una computadora porttil. Es muy cara. (Today I bought a laptop computer. It is very expensive.)No me gusta esta cancià ³n: es muy rencorosa. (I dont like this song. Its full of resentment.) In English, it is common to use it as the subject of a sentence in a vague sense, such as when talking about the weather: It is raining. It can also be used when talking about a situation: It is dangerous. Such as use of it in English is sometimes referred to as a dummy subject. In translation to Spanish, dummy subjects are nearly always omitted. Llueve. (It is raining.)Nieva. (It is snowing.)Es peligroso. (It is dangerous.)Es muy comà ºn encontrar vendedores en la playa. (It is very common to find vendors on the beach.)Puede pasar. (It can happen.) Saying It in Spanish as the Direct Object of a Verb As the direct object of a verb, the translation of it varies with gender. Use lo when the pronoun it refers to a masculine noun or la when it refers to a feminine noun.  ¿Viste el coche? No lo vi. (Did you see the car? I didnt see it.) ¿Viste la camisa? No la vi. (Did you see the shirt? I didnt see it.)No me gusta esta hamburguesa, pero voy a comerla. (I dont like this hamburger, but Im going to eat it.)Antonio me comprà ³ un anillo.  ¡Mà ­ralo!  (Antonio bought me a ring. Look at it!) ¿Tienes la llave? No la tengo. (Do you have the key? I dont have it.) If you dont know what it refers to, or if it refers to something abstract, use the masculine form: Vi algo.  ¿Lo viste? (I saw something. Did you see it?)No lo sà ©. (I dont know it.) Saying It in Spanish as an Indirect Object It is unusual in Spanish for an indirect object to be an inanimate object, but when it is use le: Dà ©le un golpe con la mano. (Give it a hit with your hand.)Brà ­ndale la oportunidad. (Give it a chance.) Saying It in Spanish as the Object of Preposition Here again, gender makes a difference. If the prepositional object refers to a noun thats masculine, use à ©l; if you are referring to a noun thats feminine, use ella. As objects of pronouns, these words can also mean him and her, in addition to it, so you need to let the context determine what is meant. El coche est roto. Necesito un repuesto  para à ©l. (The car is broken. I need a part  for it.)Me gusta mucho mi bicicleta. No puedo vivir sin ella. (I like my bicycle a lot. I cant live without it.)El examen fue muy difà ­cil. Introducing Examples Introducing Examples Introducing Examples By Maeve Maddox A reader has asked me about my use of the abbreviation Ex. Does [Ex.] mean for example? Ive only known one abbreviation and thats eg. If that is the case can you please explain where eg came from? Sometimes I use Ex. to mean â€Å"for example† or â€Å"an example.† Sometimes I spell out â€Å"for example.† And when I’m feeling academic, I use e.g. to introduce a list of examples. E.g. is an abbreviation of the Latin phrase exempli gratia, â€Å"for the sake of example.† In US usage, a comma always follows the abbreviation, but in British usage, a comma after e.g. is optional. In this article, e.g. is written in italics because I’m writing about it. In normal use, the abbreviation is written in roman type: e.g. In the old days, before handy Latin shortcuts were perceived as â€Å"elitist and discriminatory, â€Å"writers threw in e.g. without restriction. Nowadays, style guides impose limitations. The Chicago Manual of Style advises that if e.g. is used in â€Å"running text,† it should be â€Å"confined to parentheses or notes.† Writing in 1926, Fowler (Modern English Usage) didn’t put any restrictions on the use of e.g., but in 1965, his editor, Ernest Gowers, added this advice: [The abbreviation e.g.] should be reserved for footnotes or very concise writing; in open prose it is better to write â€Å"for example.† The most unkindest cut of all regarding the use of e.g. and its ilk came to my attention in 2008 when I read an article in the London Telegraph about a movement in Britain to purge English of such long-established Latin shortcuts: Local authorities have ordered employees to stop using [Latin terms] on documents and when communicating with members of the public and to rely on wordier alternatives instead. The terms to be dropped in official documents included bona fide, ad lib, etc., ad hoc, i.e., per se, quid pro quo, vice versa, via, and status quo. Among the replacement recommendations were â€Å"existing condition† or â€Å"state of things† for status quo, and â€Å"for this special purpose† in place of ad hoc. Here’s the rationale offered by Bournemouth Council: Not everyone knows Latin. Many readers do not have English as their first language so using Latin can be particularly difficult. ESL learners shouldn’t have more difficulty than Latinless native speakers when it comes to learning the traditional Latin shortcuts. All they have to do is look them up in an English dictionary. However, we live in an age that bows before ignorance. Governing authorities and schools seem to feel that eliminating â€Å"hard words† is more desirable than taking the trouble to teach them. As for my use of the abbreviations e.g. and Ex., the only time I choose e.g. is in running text to introduce a short list of things or people to illustrate a concept: I especially love the nineteenth-century novelists, e.g., Herman Melville, Mrs. Gaskill, and George Eliot. He saw Total Quality Control as the key to addressing all of these issues and this was the start of his major lifetime achievements. Milakovish, (1995 p. 61) points out that Ishikawa acknowledged debts to Deming, Feigenbaum and Juran in his innovations, but that his major contribution to the field of quality management is his creation of the Quality Control Circle, which encouraged contributions from workers in small groups at the production level. It was introduced in the Nippon Telegraph and Cable Company for the first time in 1962 and from there it spread across the whole of Japan. This recognition of the valuable contribution of every worker at every part of the process of production, sales and after sales service revolutionised the way that managers saw their own roles, and the roles of their colleagues and subordinates. Through working with Deming and others, Ishikawa was able to appreciate the benefits of Western ways of doing, but he could also see that Japanese traditional ways had much value if applied in the right way. Japanese cultural traditions such
